A crossing under a railway is an approvals and settlement-control exercise as much as a drilling job. We design undertrack crossings to Network Rail NR/L2/CIV/044 and see them through the asset-protection and design-check process.

An undertrack crossing (UTX) is a pipe, duct, casing or small tunnel that carries a service under the railway from one side to the other. Because it sits under an operational line, Network Rail control how it is designed, built and monitored through NR/L2/CIV/044, and it goes through the asset-protection and engineering-assurance process, not just a design check. We design the crossing and carry it through those approvals, so what reaches Network Rail is a complete, checkable package.

Depth is the key control, because the depth of cover is what limits ground movement at track level, and a moving track is a derailment risk. So a UTX is designed around settlement first and the drill second. Two standards work together: NR/L2/CIV/044 sets the technical rules for the crossing, and the design is certified through the assurance process in NR/L2/CIV/003.

Depth and settlement, the governing controls

  • Depth set by settlement, not a fixed cover figure: the bore is positioned so anticipated settlement or heave at track level stays within 5mm
  • The depth is whatever the 5mm limit requires for the ground on site, proven by a settlement assessment rather than read off a table
  • A crossing over 2m internal diameter is also managed as a structure, adding the full structures-approval regime
  • The method is chosen for settlement control. Face-supported jacking, microtunnelling or a rammed casing suit the tightest crossings, and directional drilling where the settlement and frac-out case can be made

The approval chain

  • Asset-protection agreement - usually a Basic Asset Protection Agreement (BAPA) on the Outside Party route, letting Network Rail oversee and be reimbursed for the work. Signed by the client, with us delivering under them
  • Approval in Principle (NR/L2/CIV/003 FORMA) - Network Rail agreeing the design basis before the detailed design proceeds. A fully endorsed AiP is valid for three years
  • Design and check (FORMB) - the certificate of design and check for the permanent crossing, with a FORMC as well where the temporary works near the track need their own check
  • Category III (CAT3) independent check - Outside Party work is CAT3 by rule, checked by a separate legal entity, which we commission and provide
  • CEM / CRE sign-off and possessions - the contractor's engineering manager and responsible engineer carry the works, with booked possessions where the live line is affected

The independent design check, provided for you

The point that trips people up on a rail crossing is the independent check. Because a utility crossing is Outside Party work, the standard puts the design check in Category III, which means it has to be done by an organisation that is a genuinely separate legal entity from the designer, not just a different team. Network Rail reviews and accepts the design, but it does not do the check itself. That leaves the applicant to appoint and pay for the independent checker, with Network Rail's prior acceptance, and to hand over the certificates.

Do I need Network Rail approval to install a crossing under the railway?

Yes. A pipe, duct or cable taken under the track is an undertrack crossing (UTX), and it has to be designed and approved under Network Rail NR/L2/CIV/044, with the design certified through the assurance process in NR/L2/CIV/003. Because it is third-party work on the operational railway, it also runs under a Network Rail asset-protection agreement. It is worth engaging Network Rail Asset Protection early, as the approvals sit on the programme and take time to work through. We handle the design and the approvals package for you.

How deep does a trenchless crossing under the track have to be?

Deep enough to control settlement, rather than to a single fixed figure. Network Rail set the depth of a trenchless crossing by the ground movement it allows: the crossing has to sit at a level where the anticipated settlement or heave at track level stays within 5mm, because a moving track is a derailment risk. The depth is proven by a settlement assessment for the specific site and ground rather than read off a table. A crossing with an internal diameter over 2m is also managed as a structure, which pulls in the full structures-approval regime on top.

Who carries out the independent design check?

A UTX design has to be independently checked, and for third-party (Outside Party) work the standard puts it in the highest category, Category III, which means the check must be done by an organisation that is a separate legal entity from the designer. We commission and provide that CAT3 check and hand the certificates to Network Rail. Network Rail reviews and accepts the third party's design and confirms the assurance is in place, but it does not carry out the check itself, so it is on us and the client to appoint the independent checker, with Network Rail's prior acceptance.

What are FORMA, FORMB and FORMC?

They are the certificates in the Network Rail assurance process (NR/L2/CIV/003). FORMA is the Approval in Principle, Network Rail agreeing the design basis before the detailed design proceeds. FORMB is the certificate of design and check for the permanent works, which on a UTX is the crossing itself, the bore or casing and the ducts left in the ground. FORMC is the same for temporary works, used where the temporary engineering near the track, such as a deep thrust or launch pit, is significant enough to put the railway at risk. There is almost always a FORMB, and a FORMC as well when the pits or thrust works by the line need their own check.

Which trenchless method is best under a railway?

It is driven by settlement, because settlement is what threatens the track. Pipe jacking and microtunnelling give the tightest line and grade control and a supported face, so they suit larger or more settlement-sensitive crossings. Pipe ramming and auger boring install a cased crossing with very low settlement, which is why railways have long favoured a rammed casing. Directional drilling can be used, but its steered, fluid-supported bore means the settlement case and the frac-out control have to be made carefully. We advise the method against the settlement risk for the site, and Network Rail scrutinise that choice.

Do you carry out the track monitoring as well?

Yes. The whole design hinges on keeping track movement within limits, so monitoring points are set over and beside the crossing and read through the works, with alert and action levels tied to the settlement limit. We set up the baseline and the monitoring regime and read it through the job, so the movement that actually happens is checked against what the design predicted.
